Job Description

The Lead Social Worker is accountable for upholding of professional standards and quality and that case management SOP (Standards of Practice) are adhered to.


The Lead Social Worker is responsible to identify service gaps and community needs and develop plans & programmes to close these gaps within the centre’s area of influence.


The Lead Social Worker provides direct services in specialised areas.

Supervision and Training

Ensure upholding of professional standards and quality

  • To keep track of caseload distribution and allocate cases evenly to workers
  • To monitor and review overall progress of all the cases handled by agency
  • To plan and co-lead/co-chair the case management and counselling /review meeting to address all issues relating to casework management standards
  • To provide training, support and supervision to Senior Social Workers/ Social Workers

Case management

Case management Standards of Practice (SOPs) are adhered to

  • To ensure that information and referrals are well tended and responded to with follow up measure in place
  • To review the annual case management and counselling practice manual and also income and expenditure guidelines
  • To share good practices with other Lead Social Workers
  • To provide feedback and suggestions on potential enhancements of the comprehensive assessment system to the Principal Social Worker

Service/ Programme Development

Identify service gaps and community needs

  • To understand current arising issues and trends and the impact it has on program and service delivery
  • To be attuned to the centre’s current or future issues
  • To propose measures to address any gaps and needs of the centre through statistical analysis
  • To be involved in community work groups, networking sessions and advocacy groups relevant to the scope of centre’s work within locality/specialisation
  • To provide timely and relevant information the Principal Social Worker

Specialised Services

Deliver direct services in specialised fields

  • To propose, plan, implement and evaluate a programme in a specialised field with a continuum plan of practice


  • To conduct research to measure impact of programme(s) in a specialised field

Personnel Management

  • To ensure that social worker and counsellors are equipped with the necessary skills to manage their caseload and intervene appropriately
  • To provide ongoing trainings to all workers to increase competency skills and knowledge
  • To supervise staff and ensure that professional standards are upheld
  • To conduct / lead staff orientation training where appropriate
  • To provide individual and group supervision
  • To address staff in relation to issues arising from their direct clinical practice

Ad-hoc Duties

  • To provide any other support as assigned/required

Job Requirements


  • A graduate with a recognised degree
  • Must be Registered Social Worker/
  • Counsellor/Practitioner
  • Certification in specialised area


  • At least 12 years of relevant experience in social work
  • 2 or more areas of specialisation
  • At least 3 years of supervisory experience

Knowledge and Skills

  • People Management: Experience of managing and developing staff & leading the team
  • Communications: Good oral, written, vetting, inter-personal communication skills in dealing with individuals and groups at all levels.
  • Assessment and Planning skills: Case assessment & theoretical framework at the group level, case allocation, evaluate and enhance work processes.
  • Knowledge: Rich in community and social service resources.
  • Analytical Ability, Problem solving: The ability to assimilate and analyse information quickly and accurately and to think strategically, formulate decisions and make recommendations.
